1. Sasuke Uchiha

3. Kaguya Otsutsuki
Kaguya, the final foe in Naruto Shippuden, has a fascinating past replete with allusions to mythology. Her godlike attributes and abilities were further enhanced by this. Kaguya would be incredibly difficult for common ninjas to defeat since, if she were determined to kill a community, they would have no chance.
The protagonist had never met a stronger female antagonist, and she had a significant impact on the plot. Events in her absence were manipulated and managed by her “will,” demonstrating how strong she was.
